The Institute for the Study of War (ISW) has reported that Russia plans to transfer weapons to the Houthis in Yemen, a move that experts say is evidence of Russian President Putin's desire to pressure the West and his growing dependence on Iran.

Sources claim that at least three Russian military personnel visited Yemen in late July 2024 for consultations with the Houthis. The exercises were later cancelled.

ISW experts believe that Russia views arming the Houthis as a response to the lifting of restrictions on Ukraine's use of American weapons to strike Russia. On June 6, 2024, Putin announced the possibility of launching symmetrical strikes against the West.

Plans to support the Houthis, according to analysts, are aimed at forcing the West to abandon support for Ukraine due to fears of confrontation with Russia.
