“Comprehensive measures are ongoing to bring the perpetrator to justice for war crimes against our state,” – SBU.
A brigadier general of the Islamic Revolutionary Guard Corps (IRGC) has been charged in connection with Russian aggression against Ukraine. The Prosecutor General's Office and the Security Service of Ukraine reported about it August 24, 2024.
According to law enforcement agencies, it has been established that Iran participated in an aggressive war against Ukraine. The SBU has collected evidence against Brigadier General of the Iranian IRGC Sharifi Molasarey Abbas Musa, who actively assisted Russian forces in carrying out airstrikes on Ukraine using Iranian drones.
According to the investigation, the IRGC transferred at least 1,500 Shahed-136 and Mohajer-6 combat drones to Russia between August and September 2022. General Molasari Abbas Musa arrived in occupied Crimea and brought a group of Iranian drone instructors. Under his leadership, Russian military personnel were trained to use these drones in combat conditions.
The Iranian commander, together with his instructors, coordinated the actions of Russian occupiers to launch Shahed-136 and Mohajer-6 drones against civilian infrastructure in Ukraine. During September and October 2022, Russia carried out at least 20 series of massive attacks by Iranian drones against Ukraine.
As a result, the general was accused of aiding in an aggressive war and violating the laws and customs of war. The SBU continues comprehensive measures to hold the perpetrator accountable for war crimes against Ukraine.
“Based on the evidence collected, investigators from the Security Service and prosecutors from the Office of the Prosecutor General have informed Sharif Molasaree Abbas Musa in absentia of suspicion under several articles of the Criminal Code of Ukraine:
Art. 27, part 2 Art. 28, part 2 Art. 437 (aiding and abetting in waging an aggressive war, committed by prior conspiracy by a group of persons);
Part 2 of Article 28, Part 1 of Article 438 (violations of the laws and customs of war, provided for by international treaties, consent to the binding nature of which has been granted by the Verkhovna Rada of Ukraine).
Comprehensive measures are ongoing to bring the perpetrator to justice for war crimes against our state.
Russia began using Iranian Shahed kamikaze drones against Ukraine in the fall of 2022. Despite the Kremlin's claims that the Russian army does not attack civilian targets, these drones have repeatedly caused the destruction of civilian infrastructure and the death of civilians.
IRGC Brigadier General Sharifi Molasari Abbas Musa faces serious penalties for his actions, which include helping to organize attacks on civilian infrastructure in Ukraine using Iranian drones. Under Ukrainian law, his actions could be classified as aiding and abetting a war of aggression and violating the laws and customs of war. These charges could lead to the following consequences:
- International justice: If the general is brought to trial or placed on an international wanted list, he could be prosecuted in international courts such as the International Criminal Court if his actions are found to constitute war crimes.
- Extradition: If the general ends up in a country that cooperates with Ukraine in the legal sphere, he may be extradited to Ukraine for trial.
- Political and diplomatic consequences: The allegations against a high-profile military figure could have a negative impact on diplomatic relations between Iran and other countries, especially in light of the ongoing conflict and international pressure on Iran.
- Internal sanctions: Internal sanctions and measures that could be applied to him within Iran if he is found guilty of violating international norms and laws.
The charges could therefore have serious legal and political implications for both the general and Iran as a whole.
