Prime Minister of Israel Benjamin Netanyahu and former Israeli Defense Minister Yoav Gallant could have been detained by France, but the decision was ultimately changed. France refers to international law and the immunities granted by the International Criminal Court (ICC) to non-parties. Amnesty International said France's position was contrary to its obligations as a member of the ICC.

On November 21, the ICC issued an arrest warrant for Netanyahu and Gallant, charging them with war crimes and crimes against humanity committed between October 8, 2023, and May 20, 2024. The court stated that the defendants deprived the civilian population of Gaza of items necessary for survival. Members of the Israeli government then accused the court in The Hague of anti-Semitism after issuing arrest warrants.
