Russian soldiers in Kupiansk were ordered to shoot civilians.

Russian military received orders from commanders to open fire on civilians in Kupyansk, Kharkiv region. This information became known thanks to the testimonies of captured soldiers.

These words were spoken by the speaker of the “North” troop grouping, Colonel Oleg Sushinsky, on the Ukrainian telethon on September 19, 2025. Captured Russian soldiers claim that the command gives instructions to shoot men from the civilian population, and to use women and children as a “human shield.”

Situation in the Kupyansk Area

The situation in this region remains tense. Russian troops are trying to penetrate the city using underground communications. Ukrainian military regularly repel such attacks, striking tunnels and preventing the enemy from gaining a foothold.

Recently, there were reports that Russian units allegedly reached the center of Kupyansk. However, Lieutenant Colonel Alexey Belsky, speaker of the OSUV “Dnepr,” refuted these rumors, clarifying that such information is not true.

Counter-Diversion Operations

According to the head of the Center for Countering Disinformation (CCD) Andrey Kovalenko and the head of the MVA Andrey Besedin, a counter-diversion operation and search activities are currently ongoing in Kupyansk, Kharkiv region. In recent days, a large number of Russian soldiers have been destroyed. Defense forces control the situation and provide a worthy response, striving not to let the enemy enter the city.

The situation remains critical but controlled, with the defensive forces constantly ready to respond to possible threats.
