In the evening of November 21, Putin commented on the American peace plan of 28 points proposed by Donald Trump. He called the document a “possible basis” for ending the war but immediately made a reservation: Moscow had not discussed the details until Washington “convinces Kyiv” of the need to agree.

The signal was as straightforward as possible — Washington is ready to reconsider its commitments if it sees “intransigence.”
