In 2025, there was a sharp increase in the number of civilian casualties in Ukraine as a result of Russian attacks. According to The Guardian, the number of deaths increased by 26% compared to the previous year.
As a result of shelling in 2025, 2,248 civilians were killed and 12,493 were injured. This indicates that Russian attacks on Ukrainian cities and infrastructure have become more intense. On average, during each attack, 4.8 civilians were killed or injured, which is 33% more than in 2024.
The most devastating attack occurred in Dnipro on June 24, when Russian missiles hit a passenger train and residential buildings, claiming the lives of 21 people and injuring 314, including 38 children. Throughout the past year, missile and drone attacks occurred almost every night across Ukraine, leaving millions of people without access to electricity, heating, and water.
On the night of September 9, the largest air raid was recorded, targeting Ukraine with 805 drones and 13 missiles. Journalists note that the actual number of casualties may be significantly higher, as analysts rely on official data from the media.
As noted by Iain Overton, executive director of AOAV, these figures highlight that “Ukraine fits into a broader context of restraint violations observed in many wars.” The principle of proportionality in war, he says, is “broken.”
Deliberate attacks on civilian populations and infrastructure are considered war crimes. However, as the publication notes, this principle is violated in many conflicts, including Gaza, Sudan, and Congo.
Overton also added that there is an “erosion” of the international order that should hold perpetrators accountable. Nevertheless, the overall number of civilian casualties worldwide decreased by 26% compared to the previous year, due to the truce in the Gaza Strip.
Interestingly, in 2024, Israel surpassed Russia in the number of civilians killed and injured as a result of “explosive violence.”
The expert revealed the “ceiling” of Russia’s capabilities in drone attacks.
According to aviation market expert Bohdan Dolintse, the occupying army is likely to continue drone strikes on Ukraine’s civilian infrastructure until the end of the heating season. He noted that the enemy increased the intensity of attacks and reached the capability to carry out strikes with about 100-150 drones within one hour. However, it is unlikely to quickly increase these capabilities.
