Israel demands that Palestinian prisoners be sent abroad, not to its territory. This condition was put forward during the negotiations for the release of the hostages. Israeli sources explained that this is to prevent liberation celebrations and minimize the risk of former prisoners returning to terrorist activities.
However, some Israeli interlocutors were skeptical about this initiative, pointing out that even abroad, former prisoners could continue to engage in terrorism.
