In particular, US officials warned Israel of the US government's “deep concern about the deteriorating humanitarian situation in Gaza” and asked for urgent action before October. US Secretary of State Antony Blinken and US Defense Secretary Lloyd Austin signed the letter, which lists specific actions that must be taken to facilitate humanitarian access to Gaza within 30 days.
The UN stopped humanitarian aid in Gaza due to Israeli actions on August 27, 2024. The letter also refers to Section 620i of the US Foreign Assistance Act, which limits military assistance to countries that interfere with the delivery of US humanitarian aid. Blinken and Austin's list of demands included the continued movement of 350 aid trucks daily through four crossing points into the Gaza Strip and the opening of a fifth point.
