In the occupied territories of Donetsk, authorities controlled by the Kremlin continue to make loud statements about large-scale constructions. Meanwhile, local residents face everyday difficulties, including water shortages and a lack of basic living conditions.

Promises of the occupiers and real problems of Donetsk

According to the Center for Countering Disinformation on September 5, 2025, the so-called “administration” has set ambitious plans to build more than a million square meters of housing. The authorities are trying to attract citizens’ attention with promises of “affordable mortgages” and events for investors. However, the key issue remains unresolved: where to get water for new homes when the region suffers from a catastrophic shortage?

Water crisis in Donbas

Donbas is currently in a deep water crisis. In most cities, tap water appears only once or twice a week, and in some areas, it is not available at all. People are forced to stand in long queues for water, which has become a common occurrence in their daily lives.

The situation prompts more and more people to think about how to leave their native region. Against this backdrop, the occupiers’ promises of creating a “residential paradise” seem nothing more than a propaganda stunt.

Reality against promises

Representatives of the Center for Countering Disinformation emphasized that instead of solving the water supply problem, the occupation authorities create illusions, covering up the destruction caused by the aggression of the “Russian world.” There is a clear discrepancy between advertising slogans and the real needs of citizens.

It is worth noting that the collaborationist “authorities” themselves have already acknowledged the difficult situation with water supply: in Donetsk and Makiivka, water is supplied only once every three days, while in other cities such as Khartsyzk, Ilovaisk, and Zugres, it is every other day.

Water supply restrictions

Additionally, in December 2023, Russia restricted water supplies to Donetsk, switching its supply to only certain hours once a day. This further worsened living conditions in the region, where most people already live in destroyed homes with unsanitary conditions.

The comparison of the authorities’ promises and harsh reality strengthens the confidence of local residents in the need to seek alternatives for living in other regions of the country.
