In late July, Russia planned to send missiles and military equipment to Yemen's Houthis, but backed down under pressure from the US and Saudi Arabia. However, the Russians still deployed a military contingent to Yemen to advise the militants.

According to CNN, Saudi Arabia has warned Russia against arming the Houthis, and the US has asked Saudi Arabia to help persuade Moscow to abandon this plan.

American intelligence does not know whether Saudi Arabia's response was the key factor in Russia's decision to stop arming the Houthis or whether it was just one of many factors influencing Russian President Putin's decision.

Russia considered arming and training the Houthis in response to a request from the Biden administration for permission for Ukraine to attack Russian territory. Despite the cancellation of the arms transfer, Russia still deployed troops to Yemen to advise the Houthis.
