The Kremlin is reportedly seeking to intimidate the West into backing down, but if it allows itself to give in, such actions will be repeated.

“If this is truly a signal for the West to retreat and the threat of a nuclear strike, then if we give up, the Russians will continue to do this again and again,” he said.
