This was announced on August 26, 2025, by the Prime Minister of Ukraine, Yulia Svyrydenko. According to her, the new rules will also apply to Ukrainians who are already abroad and will be able to freely cross the border in any direction.

An important point is that the new rules will come into effect the day after their official publication. Martial law in Ukraine has been in place since the first day of the full-scale war, and until now, only adult men over 60 years old could leave the country.
