In March 2023, the International Criminal Court (ICC) in The Hague issued an arrest warrant for the sitting head of state—President of the Russian Federation, Vladimir Putin. At the same time, the court issued a warrant for Maria Lvova-Belova, the Commissioner for Children’s Rights under the President of the Russian Federation. The charges concerned war crimes, namely the illegal deportation and forcible transfer of Ukrainian children from occupied territories.

The ICC’s investigation began as early as March 2022. ICC Prosecutor Karim Ahmad Khan collected evidence demonstrating that, due to large-scale hostilities in the Donbas, Kherson, and Zaporizhzhia regions, hundreds of Ukrainian children were forcibly taken to Russia. These children were registered in Russian databases, and their documents were rewritten to eliminate any possibility of returning to Ukraine. Lvova-Belova, as the President’s representative for children’s rights, supervised “adaptation” and adoption programs for these children, actions that directly violated the Geneva Convention on the Protection of Civilian Persons in Time of War.

On March 17, 2023, the ICC Pre-Trial Chamber approved the investigation materials and issued arrest warrants for Putin and Lvova-Belova. In the charges against Putin, it was stated that, as the highest leadership of the country, he bore responsibility for the deportations, while Lvova-Belova was accused of organizing “adoption” schemes and promoting these programs through Russian custodial authorities.
