Lebanon's Foreign Minister Abdallah Rashid Bou Habib said Israel had sent a message expressing its lack of interest in a cease-fire. He said fighting would continue even after the cease-fire was announced. U.S. envoy Amos Hochstein was ready to begin talks on the Israeli-Lebanese border based on the 1949 lines.

The Lebanese delegation to the UN sent a letter stressing the need for full implementation of Resolution 1701 in all its points. They put forward demands on Israel, including its withdrawal from the occupied Lebanese territories and an end to interference in Lebanon's sovereignty. The letter also asks for pressure from UN member states on Israel.

According to Bou-Habib, the settlement within the framework of Resolution 1701 does not mean the conclusion of a peace agreement with Israel. Such an agreement will not be reached until the Palestinian problem is resolved and the Palestinian refugees return to their homeland.
