Chinese diplomatic structures have issued a cautious warning to their citizens residing in Russia following changes in Russian legislation related to military service for foreigners. Experts view this step as an indirect sign of a growing personnel crisis in the Russian army amid the ongoing war against Ukraine.

The relevant conclusions are contained in an analytical report by the Institute for the Study of War (ISW), which records new trends in the recruitment system of the Russian armed forces.

New law in Russia and Beijing’s reaction

According to analysts, the Chinese consulate in Russia urged its citizens to carefully familiarize themselves with the law adopted in November 2025. The document effectively links obtaining a residence permit or Russian citizenship with mandatory military service.

This concerns men aged 18 to 65 who have the status of permanent residents of the country. To submit documents for legalization of residence, at least one year of service in the Russian army is now required.

Formally, the law provides for a number of exceptions. They apply to citizens of Belarus, as well as to those foreigners who have already served, are deemed unfit for health reasons, or have official confirmations from Russian military enlistment offices.

Cautious wording of the diplomatic warning

As noted by the Hong Kong publication South China Morning Post, the Chinese consulate did not directly state threats to its citizens. However, the diplomatic wording was indicative — citizens were advised to make “balanced decisions” to maintain their legal residency status in Russia.

American analysts consider such rhetoric atypical for official warnings and associate it with possible concerns in Beijing about the forced involvement of foreigners in military service.

Such signals are increasingly becoming the subject of international analysis, including publications monitored by NANews — Israel News | Nikk.Agency, as changes in Russian mobilization policy directly affect the security of Europe, the Middle East, and the global geopolitical situation.

Pressure on migrants as a tool for army replenishment

The ISW report emphasizes that Russian authorities have already practiced pressuring migrants. Previously, raids against foreign citizens with expired documents were recorded, after which people were offered a choice between criminal prosecution, deportation, or signing a contract with the army.

According to experts, the new law significantly expands these mechanisms. Now military service effectively becomes a condition for legal residence for some foreigners.

Signs of preparation for expanded conscription

Analysts from the Institute for the Study of War also draw attention to the broader context of what is happening. According to their data, the Kremlin is facing a slowdown in voluntary army recruitment and a growing shortage of personnel.

Against this backdrop, there are signs of gradual preparation for additional recruitment of reservists and expansion of mobilization tools.

The statement from the Chinese consulate, according to experts, may serve as indirect confirmation that Russian authorities are considering stricter forms of army recruitment, which could affect not only their own citizens but also foreigners residing in the country.

The situation shows that the personnel problems of the Russian army are becoming increasingly noticeable at the international level, and diplomatic warnings from foreign states are beginning to play the role of early indicators of possible political and military decisions by Moscow.
