On November 13, 2025, a message appeared in the official feed of the Embassy of Israel in Ukraine, which many security experts called significant. The Israeli agency MASHAV conducted training for representatives of the National Police of Ukraine — the same training that teams from Latin America, Africa, Europe, and now, finally, Ukraine have previously undergone.
Formally, the training was called “Security and Society”.
But in essence, it was an immersion into the logic of Israeli public security — the very one that has kept Israeli cities stable for decades.
Ukrainian police officers were introduced to the protocols of the National Police of Israel, explained the logic of crisis response, told about the role of volunteers and communities, and then showed two programs that literally changed the everyday life of Israelis.
“During the training, representatives of the National Police familiarized themselves with the protocols of the Israeli National Police. A special focus was placed on studying the Israeli experience in crisis response, volunteer activities, and support for local communities. The delegation was introduced to successful projects – “City Without Violence” and “Municipal Police Officer”.
The acquired knowledge and experience are intended to make the Ukrainian public environment safer.”
“City Without Violence” Program: When Prevention is More Important Than Force
This model appeared in Israel in 2007 — and became one of the state’s most successful experiments. It works not only through the police but through the entire urban organism.
What it includes:
networks of smart cameras and situational centers tracking risks in real-time;
municipal patrols working alongside police officers;
school initiatives for at-risk teenagers;
social support for families;
partnerships with religious communities, NGOs, and local activists.
The main idea is to prevent threats before they occur.
This is what sets Israel apart from most countries: the focus is not on punishment but on preventing crime.
“Municipal Police Officer”: When the Police Become Part of the Neighborhood
The second program studied by Ukrainian police officers is the Israeli model of joint patrols. In Israel, they are often seen in residential areas: they know every street, every school, and even those courtyards where it gets noisy in the evenings.
Main principles:
the police work together with the municipality;
responses to calls take minutes because the patrol is already in the area;
not only major but also “local” problems are addressed: hooliganism, unsafe areas, evening noise;
residents constantly interact with the team through community centers.
This model is sometimes called “the police that see people”.
It creates a sense of security — important for both Israel and Ukraine.
Why This is Important for Ukraine Right Now
Ukraine lives in conditions of war, where the police have to perform functions that in peacetime are divided among several structures: from evacuation and assistance to civilians to maintaining order during attacks.
The Israeli experience is valuable because it combines constant threat, the need for high readiness, and the ability of the city to continue living.
The transfer of this experience is not just a gesture of friendship.
It is a real contribution to the resilience of Ukrainian cities.
Ukraine and Israel: A Partnership That Strengthens
MASHAV does not train “for the sake of it”. This agency transfers practices created on real streets, in real crises, among real people.
The fact that such programs are now being studied by Ukrainian police officers is a step that strengthens the connection between the two countries. And yet another proof that security is also diplomacy, only in its practical, human dimension.
