According to analyst Joseph Bosco in an article for The Hill, the actions of Moscow and Pyongyang indicate their aggressive intentions, including the possibility of sending North Korean troops into Ukraine. This could become a new global threat with serious consequences.
According to Bosco, the deployment of North Korean troops on the territory of Kursk is a violation of international law. Russia and North Korea refer to Article 51 of the UN Charter, calling their actions an act of self-defense. However, experts argue that this article only applies to states that have been subject to aggression, and therefore this interpretation is erroneous.
The United States reacted sharply to North Korea's possible participation in hostilities. National security spokesman John Kirby said any North Korean troops involved in combat would be legitimate military targets for Ukraine's defenders. US Defense Secretary Lloyd Austin noted that Pyongyang's presence in the conflict could lead to unpredictable consequences for the Indo-Pacific region.
South Korea, worried about pressure from North Korea, is considering the possibility of supplying weapons to Ukraine and does not exclude the use of its military forces if the scale of the conflict increases.
