The US State Department has urged US citizens to refrain from traveling to the Ukrainian city of Uman for Rosh Hashanah celebrations, where the tomb of the revered Hasidic Rabbi Nachman of Breslov is located.
As it is said in a message that appeared on the website of the US Embassy in Ukraine August 27, 2024, “the recommendation is consistent with the instructions for all travel to Ukraine.”
The U.S. Embassy in Ukraine strongly advises American citizens not to visit Uman during the Rosh Hashanah pilgrimage to Rebbe Nachman's grave. This advice is consistent with the general travel advisory that prohibits travel to Ukraine in general.
Since the start of the war in Ukraine, Uman has been the target of several Russian missile attacks, including strikes on civilian buildings and important infrastructure such as houses of worship, often without prior warning. Local authorities have also noted that Uman does not have enough shelters for the expected pilgrims.
In addition, the Embassy reminds that Ukraine has removed the “residence abroad” exception for men aged 18-60, which previously allowed them to leave the country. As a result, Americans with dual citizenship or applicants for Ukrainian citizenship may now face difficulties leaving Ukraine. The U.S. Embassy strongly advises all U.S. citizens, especially men aged 18-60 who do not wish to remain in the country indefinitely, to refrain from traveling to Ukraine. The risk that Americans will not be able to leave Ukraine despite having a U.S. passport is extremely high.
If travellers have any doubts about their Ukrainian citizenship, they should contact the Ukrainian authorities for further clarification.
The U.S. Embassy also recalls the State Department's Level 4 Advisory: Do Not Travel to Ukraine, and recommends visiting their websites for more information on what you should know as a dual citizen traveler and what you can and cannot do in a crisis situation.
The Israeli Ministry of Foreign Affairs (MFA) has not issued any official travel advisories or warnings to Uman, unlike the US Embassy. The MFA typically provides security advice based on the situation in the destination country and current threats. For up-to-date information on travel to Uman or other regions of Ukraine, it is recommended to consult official sources or the Israeli consular services.
It should be noted that the situation with dual citizenship also concerns those who have an Israeli passport. Earlier we wrote about the situation in which some Israelis who retained Ukrainian citizenship found themselves.
On July 1, the Israeli embassy in Ukraine issued a warning: men aged 18-60 with Israeli-Ukrainian citizenship “should consider the advisability of visiting Ukraine.” The warning was issued due to the increasing number of cases of Israelis with dual citizenship being detained while leaving Ukraine.
