Israeli businessman Gal Haimovich, who lives in the United States, has pleaded guilty to organizing a scheme to illegally circumvent U.S. export laws and smuggle aircraft parts for Russia, including sanctioned airlines.

Every decision made by a businessman in this chain of illegal supplies actually contributes to the strengthening of the Russian military machine, which brings destruction and death to Ukrainian soil. Such actions show how important it is not only to be legally responsible, but also morally responsible for one’s actions, especially at such a critical moment for the world.

As it turned out, he used an international logistics company affiliated with several firms to organize the supply of aircraft components and avionics from the United States to Russia, hiding the true purpose of the goods.

Khaimovich admitted that from March 2022 to May 2023, he helped Russian customers, including S7 Airlines, export components through third countries such as the Maldives and the United Arab Emirates, circumventing export restrictions imposed after Russia’s full-scale invasion of Ukraine. One such shipment, involving an aircraft module, took place in August 2022, when Khaimovich directed an accomplice to lie to a U.S. supplier that the part was destined for the Maldives when it was actually destined for Russia.

According to U.S. prosecutors, Khaimovich earned more than $2 million from these illegal transactions. As part of a plea bargain with authorities, he agreed to pay a fine of $2,024,435 and forfeit the spare parts. Sentencing in the case is scheduled for November 22, 2024.

Assistant Attorney General Matthew Olsen and U.S. Attorney for the Southern District of Florida Markenzie LaPointe said the case demonstrates a commitment to enforcing export controls and preventing the illegal transfer of sensitive technologies to Russia. Khaimovich misled U.S. suppliers by concealing the final destination of the goods, which violated U.S. law.

The case was investigated by the U.S. Department of Commerce's Office of Export Administration and the FBI, and coordinated through Task Force KleptoCapture, an interagency group created to enforce sanctions and other economic measures imposed in response to Russia's military aggression against Ukraine.

This case shows that the United States and its partners continue to use all available tools to prevent attempts to circumvent sanctions imposed in connection with Russian aggression against Ukraine.
