For the first time in the Kyiv region, the “air raid alert” siren sounds only where there is a real threat of danger — thanks to the system that Israel transferred to Ukraine back in 2023.

“From today, the air raid alert in the Kyiv region is differentiated.
This means that the air raid alert will be announced only in those districts where there is a real threat. For example, if hostile targets are detected, the signal will be sent only to the part of the region under direct threat, and not across the entire Kyiv region.
We tested this system last night together with the Air Force and the State Emergency Service. The system worked reliably and without failures.
This is not just a technical upgrade, but the implementation of the principle of targeted alerting, meeting the needs of the times to support business operations, the educational process in institutions, and other areas affected by the war — all.
We continue to modernize the entire regional alert system.
The new architecture includes: modern equipment; digital communication channels; backup power to ensure autonomous operation even during outages.
Our goal is for every community in the Kyiv region to be promptly warned and protected.”

Boris Lozhkin, Vice President of the World Jewish Congress, added details:

Last night in the Kyiv region, the Israeli early warning system for air attack threats operated for the first time.
Now, when Russian attack UAVs approach, the alert will be announced not across the entire region as before, but in specific districts, depending on the flight path of the drones.
Kyiv itself will not receive district-level alerts — the alert will affect the entire city.
In the event of a threat of missile strikes — ballistic or cruise — the alert will still sound across the entire region.
Israel transferred this system to Ukraine at the end of 2023 — beginning of 2024.
Its launch after configuration and adaptation to Ukrainian conditions coincided eloquently with the visit of Israeli Foreign Minister Gideon Saar to Ukraine.”

Not all alerts are the same

Imagine: a siren interrupts lessons at school or stops work in an office — and there is nothing happening. Until July 24, 2025, that was exactly the case in the Kyiv region. But now, after the launch of the targeted alert system, the alert sounds only in the districts where a real threat has been detected.

Israel transferred this system to Ukraine back in December 2023, but it was only today that it was possible to install, test, and launch it. It proved to be too complex to deploy and configure.
