France announced a revision of its nuclear strategy and a possible expansion of nuclear deterrence to other European countries. President Emmanuel Macron’s statement on March 4, 2026, became one of the most discussed security decisions in the EU in recent years and is directly related to Russia’s war against Ukraine and new instability in the Middle East.

For the first time in three decades, Paris intends to increase the number of nuclear warheads. At the same time, France has offered European partners a new format of cooperation that could lead to the formation of an independent nuclear deterrence system within Europe.

France increases nuclear arsenal and changes doctrine

Emmanuel Macron announced the revision of nuclear policy at the secret naval base Ile Longue in Brittany. It is here that the key element of the French strategic deterrence system is located — the service base for nuclear submarines with ballistic missiles.

According to the President of France, Paris has decided to increase the number of nuclear warheads. Exact figures will no longer be published.

Today, France has approximately 290 nuclear warheads. For comparison: China has about 500, and the USA and Russia have more than 1700 deployed warheads each.

Macron emphasized that openness regarding the nuclear arsenal no longer meets security interests.

“To be free, we must be feared. And to be feared, we must be strong,” said the French president.

Independent nuclear power of Europe

The French nuclear deterrence system differs from most NATO countries in that it is completely independent of the USA.

France independently produces:

  • nuclear warheads

  • ballistic missiles

  • carriers and delivery systems

The arsenal has two key components — naval and aviation. This means that potentially France’s allies can participate in nuclear exercises or host French aircraft capable of carrying nuclear munitions on their territory.

Germany and other EU countries may join the “nuclear umbrella”

Germany has become a key partner of France in the new initiative.

Chancellor Friedrich Merz confirmed that Berlin and Paris have created a joint nuclear planning group. So far, there is no talk of deploying French warheads on German territory, but German military personnel will be able to participate in joint strategic exercises.

The dialogue is also planned to include:

  • Poland

  • Netherlands

  • Belgium

  • Greece

  • Sweden

  • Denmark

France is considering the possibility of temporarily deploying its air forces in partner countries. This will allow expanding the geography of nuclear deterrence and strengthening the security of allies.

Such steps are seen as a response to Moscow’s constant threats, which in recent years regularly resorts to rhetoric about the use of nuclear weapons.

Why Europe started talking about its own nuclear deterrence

The revision of the French nuclear strategy is taking place against the backdrop of several factors.

Firstly, Russia’s war against Ukraine has shown that Europe remains vulnerable to military aggression on the continent.

Secondly, there are increasingly frequent statements from the USA that European countries should take on a greater share of responsibility for their own defense.

At the same time, the United Kingdom, which has approximately 225 nuclear warheads, is no longer part of the European Union. Therefore, within the EU, France remains the only country with a full-fledged nuclear arsenal.

Additional uncertainty is created by the termination of the New START treaty between the USA and Russia. Since February 2026, the world has effectively been left without a global mechanism for controlling strategic nuclear weapons.

Can nuclear protection extend to Ukraine

One of the key questions remains the possibility of extending European nuclear deterrence to Ukraine.

So far, experts consider such a scenario unlikely until the end of the war with Russia. However, in the long term, the situation may change, especially if Ukraine becomes a member of the European Union.

President of Ukraine Volodymyr Zelensky has repeatedly emphasized that the Budapest Memorandum, under which Ukraine gave up the third-largest nuclear arsenal in the world, did not provide the country with real security.

That is why Kyiv, together with European partners, is already discussing a new system of security guarantees. As part of the so-called “coalition of the willing,” more than thirty states are working on a protection architecture that should prevent the recurrence of similar conflicts in the future.

If Ukraine indeed joins the European Union, Article 42 of the EU Treaty provides for a mechanism of mutual assistance in the event of armed aggression. This means that the new European nuclear deterrence system could theoretically become part of this protection.

Thus, Macron’s statement is not just a change in French military strategy. It is about the beginning of the formation of a new European security system that must take into account both Russia’s war against Ukraine and the growing instability of world politics.
