Multiple citizenship will not be available For:

  • Citizens of countries that do not recognize territorial integrity of Ukraine.
  • Citizens of aggressor states, primarily Russia.

The Verkhovna Rada of Ukraine has taken the first step towards legalizing multiple citizenship. Bill No. 11469initiated by President Vladimir Zelensky, received support in the first reading on December 17, 2024.

What does bill No. 11469 provide for?

The bill simplifies obtaining Ukrainian citizenship for foreigners and stateless persons who serve or have served in the Armed Forces of Ukraine, the National Guard or the State Special Transport Service.

The document also creates conditions for preserving the citizenship of Ukrainians who were forced to go abroad due to the war, and for their return to Ukraine.

The bill allows multiple citizenship for

  • children born abroad;
  • In case of adoption of a child with another citizenship;

  • Foreigners from countries that recognize the territorial integrity of Ukraine.

How did the Verkhovna Rada vote?
