The White House has officially revealed the composition of the structures that will implement the second phase of Donald Trump’s plan for the Gaza Strip — infrastructure restoration, the formation of new governance, and the disarmament of Hamas. This is not about a symbolic framework, but a multi-level system of external control with political, financial, and military dimensions.

The US is building a three-tier management structure. At the lower level, the National Committee of the Gaza Administration (NCGA) is being created, which will effectively function as the government of the sector. Its decisions and activities will be overseen by the Executive Committee of the Peace Council. Above the entire system is the Peace Council itself — a strategic and political decision-making center.

The Peace Council is headed by Donald Trump. It includes key figures in American and international politics: Secretary of State Marco Rubio, White House special envoys Steve Witkoff and Jared Kushner, former UK Prime Minister Tony Blair, US Deputy National Security Advisor Robert Gabriel, as well as major figures in global financial management — businessman Mark Rowen and World Bank President Ajay Banga.

The Executive Committee, located between the strategic Peace Council and the Gaza administration, is responsible for the practical restoration of the sector. Its composition has caused the most irritation in Israel. It includes Turkish Foreign Minister Hakan Fidan and leading Qatari diplomat Ali Tawadi. Along with them, the EC includes Egyptian intelligence chief Hassan Rashad, UAE Minister of Regional Cooperation Reem Al-Hashimi, UN representative Sigrid Kaag, as well as the same Tony Blair and Mark Rowen.

The key figure in the entire structure is the former UN special envoy to the Middle East Nikolay Mladenov. He is assigned the role of the highest representative of the Peace Council. The White House statement emphasizes that Mladenov will oversee the management, restoration, and development of Gaza, as well as coordination between civilian and military structures.

The Peace Council will focus on strategic tasks: coordination between states, global mobilization of financial resources, and determining the overall management line of the sector. The Executive Committee will handle routine matters — civil services, institutional building, and daily interaction with the NCGA.

Mladenov’s first meeting with members of the National Committee of the Gaza Administration is scheduled for next Thursday and will take place in Cairo. Witkoff and Kushner will participate via video link, highlighting direct American oversight of the process.

Israel initially opposed the participation of Qatar and especially Turkey in the mechanism for the restoration and management of Gaza. However, Trump insisted on their inclusion, hoping that these states, possessing channels of influence on Hamas, could push the group towards disarmament.

The most vulnerable link in the entire scheme is security. Trump’s plan envisaged the creation of an international military contingent — International Stabilization Forces. In practice, few were willing to participate. Turkey, Italy, Pakistan, Bangladesh, and Indonesia expressed interest. Currently, only Indonesia’s possible participation is confirmed. Israel rejected Turkey, and agreements with other countries remain uncertain.

Meanwhile, the hypothetical stabilization forces already have a commander. Major General Jasper Jeffers, who previously led the ceasefire monitoring mechanism in Lebanon, has been appointed.
