Russia, using the UN General Assembly as a propaganda tool, again showed its true position by supporting two anti-Israel resolutions on December 11, 2024.

The documents are formally aimed at supporting humanitarian assistance and a ceasefire in the Gaza Strip, but in reality they serve as a cover for strengthening the position of the terrorist organization Hamas.

.......

“Russia has advocated resolutions that condemn Israel but turn a blind eye to the real crimes of Hamas. This is nothing more than political cynicism.”.

Ukraine abstained from voting, which can be regarded as a signal of friendly neutrality in favor of Israel. This is especially important against the backdrop of the war that Russia launched against Ukraine, and Moscow’s attempts to discredit Kyiv in the international arena.

“Ukraine strives to maintain a balance: it does not support anti-Israel resolutions, but also takes into account its current diplomatic challenges.”

The essence of the resolutions

1. Demand for a ceasefire in the Gaza Strip (A/ES-10/L.33)

The resolution was submitted by the “State of Palestine” with the support of such “peacemakers” as Algeria, Bangladesh, Guinea, Egypt, Indonesia, Jordan, Qatar, Kuwait, Lebanon, Malaysia, Saudi Arabia.

The resolution calls on Israel for an immediate ceasefire and provision of humanitarian assistance. However, it completely ignores the fact that Israel is defending itself against constant Hamas rocket attacks.

The UN resolution demands (short summary):

.......
  1. Immediate and permanent ceasefire by all parties, the release of hostages and the fulfillment of obligations under international law.
  2. Access to humanitarian aid in the Gaza Strip, including ensuring supplies for civilians, especially in the besieged north.

  4. Support for UNRWA activities (UN agency for Palestinian refugees) in Gaza, despite doubts about its neutrality.
  5. Palestinian returns to their homes and the complete withdrawal of Israeli troops from Gaza.
  6. Accountability of all parties for violations of international law through existing or new mechanisms.
  7. Two-state solutionswhere Gaza is merged with the West Bank under the Palestinian Authority.
  8. Submissions The UN Secretary General on the assessment of the implementation of the resolution, the humanitarian needs of Gaza and recommendations for coordinating the work of UN agencies.

The resolution also provides for the possibility of resuming the session in the future to review the situation.

2. Supporting the mandate of the United Nations Relief Agency for Palestine Refugees in the Near East (UNRWA) (A/ES-10/L.32)

The first resolution requires Israel to lift the ban on the UN agency in the Middle East to help Palestinian refugees. Israel has proven that UNRWA is actively cooperating with Hamas, but most countries, including Russia and its allies, ignored this data.
The UN resolution reaffirms its support for the work of the UN Relief Agency for Palestine Refugees in the Near East (UNRWA) and its key role in humanitarian assistance, protection and development of Palestine refugees, and in promoting stability in the region. Main aspects of the document:

  1. Recognition of UNRWA's mandate: Stresses the need for the Agency to continue its work in Jordan, Lebanon, Syria and the Occupied Palestinian Territories, including Gaza, to protect and support the more than 6 million registered refugees.
  2. Criticism of Israel: The legislation passed by the Israeli Knesset and the violations that impede the work of the Agency are condemned. Calls on Israel to respect international law, the privileges and immunities of UNRWA, and to ensure unimpeded access to humanitarian assistance for Palestinians.
  3. The key role of UNRWA: It is emphasized that UNRWA is the backbone of the humanitarian response in the Gaza Strip and an indispensable tool for stabilizing the region, especially in times of crises, increasing violence and poverty.
  4. Personnel and mission support: Agency staff are commended for their efforts to provide humanitarian assistance, including shelter, medical assistance and food. The importance of educational programs and the Agency's ability to quickly respond to crises are emphasized.
  5. Funding and support: Call on donor states to increase financial assistance to the Agency, including through multi-year funding agreements, to prevent crises and ensure the sustainable implementation of its mandate.
  6. Condemnation of restrictions on the Agency's activities: It is stated that any cessation or limitation of the work of UNRWA will lead to serious humanitarian consequences for millions of refugees and a deterioration of the situation in the region.
  7. Role in post-conflict reconstruction: The importance of UNRWA's participation in the reconstruction and stabilization of the Gaza Strip after the ceasefire is emphasized, given its experience, infrastructure and effective operations.
  8. Call to Israel: It is required to stop obstructing the Agency's work, respect humanitarian principles, protect UN personnel and facilities and ensure access to necessary resources, including food, water, fuel and medical supplies.
  9. Long-term settlement: The need for a just and sustainable solution to the Palestinian refugee issue is reaffirmed within the framework of relevant UN resolutions.

The resolution emphasizes the indispensability of the Agency over the 75 years of its existence and the importance of international cooperation to ensure its effective operation until a just settlement of the Palestinian issue is achieved

Ukraine: neutrality that supports friendship

Ukraine abstained from voting, which can be regarded as a signal of friendly neutrality in favor of Israel. This is especially important against the backdrop of the war that Russia launched against Ukraine, and Moscow’s attempts to discredit Kyiv in the international arena.

“Ukraine strives to maintain a balance: it does not support anti-Israeli resolutions, but also takes into account its current diplomatic challenges,” comments the site’s expert NAnews — Israel News.

Ukraine's abstention indicates an understanding of the importance of Israeli-Ukrainian relations, despite pressure exerted by Arab countries and their allies.

Russia: Hamas' cynical ally

Russia, while continuing its military aggression in Ukraine, simultaneously supports terrorist groups in the Middle East. Supporting anti-Israeli resolutions at the UN is not only a diplomatic attack on Israel, but also an attempt to strengthen relations with Arab countries at Israel's expense.

“Moscow made a choice long ago: supporting destabilization in the world serves its interests. This applies to both the Middle East and Ukraine,” notes the analysis on the website NAnews – Israel News.

Why is Ukraine's position important for Israel?

Against the background of the war with Russia, Ukraine remains an important ally of Israel. Despite diplomatic difficulties, Kyiv does not support anti-Israeli initiatives, demonstrating respect for the Israeli struggle for its security.

Website NAnews – Israel News emphasizes:

“Ukraine shows that even in times of war it maintains an independent foreign policy, avoiding supporting unfair initiatives against Israel.”

Conclusion

Russia and its allies continue to use international platforms to attack Israel. However, such resolutions are not binding and will not affect Israel's determination to protect its citizens.

At the same time, Ukraine is demonstrating that even abstention can be an act of diplomatic support for Israel, especially against the backdrop of Russian aggression.

For the Israeli and Ukrainian Jewish communities, this situation serves as a reminder: unity and supporting each other in difficult times remain key values.
