US President Joe Biden spoke January 13, 2025 at the State Department with a speech dedicated to the foreign policy achievements of his administration, a week before the inauguration of US President-elect Donald Trump.
The focus is on Ukraine, the Middle East and China.
The US President said that large authoritarian states – Iran, Russia, China and the DPRK – are increasingly moving closer, “but more from weakness than from strength.”
US President Joe Biden said that the conclusion of an exchange deal between Israel and Hamas is in the final stages.
“The agreement will lead to the release of hostages, end the war, provide security to Israel and increase the supply of humanitarian aid to the Palestinians,” the outgoing head of the American administration assured.
The US President said that he became the first American commander in chief to visit a country (Ukraine) in a state of war without the US military presence.
According to US President Joe Biden, Russian dictator Putin was unable to implement his plans for Ukraine. Despite the ambition to capture Kyiv in three days, it was Biden, not Putin, who ended up in the capital of Ukraine.
“Putin has failed. He could not destroy Ukraine, he could not destroy NATO, he could not seize most of the territories. We united 50 countries in support of Ukraine, provided an extraordinary amount of ammunition, and implemented unprecedented sanctions to ensure that Ukraine continued to fight,” he emphasized.
The US helped Ukraine stop Putin, and the head of the Kremlin regime did not achieve any of his strategic goals and was unable to subjugate Ukraine, Biden said. He stressed that the United States cannot retreat. The president said his administration had laid the groundwork for Trump's team to protect the “bright future of the Ukrainian people.”
The US President also said that large authoritarian states – Iran, Russia, China and the DPRK – are increasingly moving closer together, “but more from weakness than from strength.”
He assured that “the United States is in a fundamentally stronger position vis-à-vis these countries than it was four years ago.”
Biden said that before he took office, only nine NATO allies spent 2% of GDP on defense, but now that number has risen to 23.
Biden also mentioned the withdrawal of US troops from Afghanistan and reiterated that he believes this is the right decision.
The US President expressed hope that the next administration will continue to unite the countries and make sure that the war unleashed by the Russian Federation will end and a just and lasting peace will come to Ukraine.
He also stressed that the United States must maintain leadership on the issue of artificial intelligence, saying that AI has the potential to transform economies, governments, national security and society itself.
Other key statements from Joe Biden:
• The US and its allies cannot afford to withdraw their support for Ukraine.
• When Putin started the war, Biden had two tasks.
The main goals of the American administration were to unite the world around support for Ukraine and prevent direct military confrontation between nuclear states, which could lead to catastrophic consequences.
• Providing support to Ukraine created the risk of nuclear confrontation.
The decision to help Ukraine was not easy due to the threat of escalation of the conflict with a nuclear-armed state.
• The ruble is under serious pressure.
Economic sanctions imposed on Russia have seriously weakened its financial system. Russia's national currency is depreciating, which is exacerbating the economic crisis in the country.
• Russia has become weaker in recent years.
According to Biden, Russia itself created the conditions that led to its isolation and weakening. Her actions provoked opposition from the international community, which further aggravated the country's situation.
• Ukraine remains free and independent.
Despite the ongoing aggression, Ukraine was able to maintain its sovereignty and continues to fight for its future.
• The next US government will be able to continue assistance to Ukraine and work towards a peaceful resolution to the conflict.
